This is my site to share the process of cel making!! I will update as I learn more about it :)
Cels are made on acetate sheets using inks and paints.
Planning
Sketch, paint your background (or dont! you can have none OR you can use one from here X)
1. Sketch

Print your sketch
make it have a BG border so you know where it crops on the cel

If you are making a multiple cel piece i just use One sketch so everything is aligned. Maybe add marks/colours to show which cel is which.

2. Ink
use india ink, other inks will not work!
Ink on one side! I've seen others do it on both sides (eg if using glass, it would be too much of a gap between ink and paints) It is hard, the paint may interact with the lines and destroy them. Only recommend for glass.
Coloured ink - White you can buy, everything else I use paint thinned down with water or paint thinner/flow. Water does make it more transparent. must be just right. too runny/thin and it will be transparent. Too thick and it will not flow from the nib.

nibs - I use this tiny nib, better thin weight control for me. I use this other nib for paint inks. The smaller one does not disperse the thicker paint ink.
Wear gloves to avoid excess finger prints. the ink will bead over the oil from fingerprints and smudges and ruin lines.
Ink from one side to the other to avoid smudges!
If you mess up a line do not worry. let it dry a little and then use a wet cotton bud to remove it.
3. Paint
Flip one cel is dry
clean again
Depending on the paint you may need to use thinner! Vallejo is a perfect consistency. Normal acrylic paints will probably need to be thinned. you can technically use paint straight from the tube, but it will be thicker and harder to move around. It depends on you!
Thinner paint allows you to manipulate it easier.
Do not brush the paint on. instead let it pool on and push it around.
Mix the paints well to avoid streaks and random colours!
Hold up to a light source (screen, light table, lamp etc) to see gaps you have missed.
4. Clean and Display
Once it's dry you can clean around the edges to remove fingerprints from both sides
